政治信任作为政治学研究的核心概念，被认为是现代国家政治体系得以稳定运行的重要因素。早期政治信任相关研究多以西方发达国家的政治经验展开。然而，近年来西方发达国家普遍出现政治信任持续下滑的趋势。对此，西方发达国家政治信任的相关理论研究解释乏力，海外学者逐渐将研究视野由西方发达国家扩展至新兴市场国家，试图探讨不同政治体制与社会结构下政治信任的生成逻辑与运行内理。通过梳理2010年以来海外关于新兴市场国家政治信任的研究成果，可以发现海外研究主要围绕国家能力、文化属性与社会资本三条路径展开，构成新兴市场国家政治信任生成的基本逻辑框架。从宏观国家场景、中观制度运行到微观公民感知，多个层级对政治信任产生影响。当国家能够有效构建和维护政治信任时，其所带来的政治、经济与社会“信任红利”将有助于提升国家的整体治理效能。基于海外关于新兴市场国家政治信任的研究，启示我国未来的政治信任研究应更加立足本土政治实践与社会语境，建立符合中国国情的政治信任评价体系，推动构建中国自主知识体系下的政治信任理论。在实践层面，要通过深化反腐倡廉，提升政府透明度，以更为积极主动的姿态回应社会关切，持续巩固和强化政治信任，促进国家治理体系与治理能力现代化建设。
Abstract：Political trust, a core concept in political science, is considered a crucial factor for the stable operation of modern national political systems. Early research on political trust largely focused on the political experiences of developed Western countries. However, in recent years, developed Western countries have generally experienced a continuous decline in political trust. Theoretical research on political trust in developed Western countries has proven insufficient to explain this trend, leading overseas scholars to gradually expand their research focus to emerging market countries, attempting to explore the generation logic and operational mechanisms of political trust under different political systems and social structures. By reviewing overseas research on political trust in emerging market countries since 2010, it can be found that overseas research mainly revolves around three paths: state capacity, cultural attributes, and social capital, forming the basic logical framework for the generation of political trust in emerging market countries. From the macro-level national context and meso-level institutional operation to the micro-level citizen perception, multiple levels influence political trust. When a state can effectively build and maintain political trust, the resulting political, economic, and social “trust dividends” will help improve the overall governance effectiveness of the state. Based on overseas research on political trust in emerging market countries, this research suggests that future studies on political trust in my country should be more grounded in local political practices and social contexts, establishing a political trust evaluation system that aligns with China's national conditions and promoting the construction of a political trust theory within China's independent knowledge system. At the practical level, this requires deepening anti-corruption efforts, enhancing government transparency, and responding more proactively to public concerns to continuously consolidate and strengthen political trust, thereby promoting the modernization of the national governance system and governance capacity.
